There are not that many people that Lucius cannot get along with. But to claim them as a friend is both a high privelage and a trying task. However, because of the influence that his family name has, as well as his reputation in the Ministry of being a diligent and hardworker, there are many in the "associates/acquaintances" categories. For the few friends that he has, his loyalty is boundless and he reveals something other than the stoic and false smiles that passes on to others.

Being a Malfoy has its share of "friendships," but it also has its share of enemies. Lucius does not actively go around seeking conflict with others so it's less likely he has gone out of his way to piss someone off. However, there is a chance that social standings/views on issues regarding wizarding politics, as well as stances on the muggle world in general has more than likely earned him a few enemies. There are rivals, surely, in the world as well as social circles that are shared in similar company. Can't be friends and buddies with everyone.

Lucius is happily married to Narcissa Malfoy. While he may have had his own share of fleeting fancies in his years as a young Slytherin, those days are long behind him. He is absolutely devoted to his wife and the upbringing of his infant son, Draco. Whether or not past relationships still yearn for something from him is a completely different matter altogether.

Lucius respects individuals who have power, skills, and influence based on personal achievement without reliance on social status. Because of his ties to the Malfoy name, he tries his best to gain all of his respect and merits without the help of his family name. Those who have guided him and paved the way are those whom he intends to repay someday. It is a debt that he gladly owes ~ of which other kinds of debts he sincerely hates.
